Someone else nicely stated the figures are to give a 'sense' as to the ridership.
Mr.Swindler qualified his answer which reveals the imperfections in this world
doesn't it -- fudging figures for funding (4-F's?,) etc. Following your reasoning
above one should forsake all endeavors and embrace: 'Qué será, será.'

Any individual // group can claim to act 'in the Name of God' yet not
have a relationship with God and may even deny the existence of God.
'False prophets' exist in every religion; everything and anything in life
is open to abuse. Thomas Jefferson writes much about 'people' abusing
religion for personal gain. The 'LCD' of all situations is the 'human
element' inside and outside of 'religion' isn't it.
To answer your last question above we would need a 'standard of measure;'
the odds 'against' agreement on a standard are very high. We can make
measurements 'relative to' different items, i.e., democracy,
but can't really use it as a standard can we.
I believe that no one is able to state that God wants anyone assassinated yet
God Himself is ultimately in control of this situation (book of Job reveals this.)
By way of example, if Jesus Christ is Who He claims -- God In The Flesh --
then why didn't He assassinate those opposed to Him 2,000 years ago?
Rather He came as a Lamb to offer Himself for the remission of sin; indeed,
He Himself was led to slaughter - assassination - yet He did not resist. Those
who followed Him, those called by His Name as 'Christians,' were severely
persecuted, even 'assassinated' for their belief, yet they never thought about
let alone actedto assassinate 'unbelievers.' The Christian message is to
spread the Good News, not to 'assassinate' others because of 'unbelief.'
Christians are not perfect and can still sin, even gross sin. I personally
can not say that the assassin of the doctor is not Christian because of this
act but it certainly raises 'doubt.' I shall observe that the assassin cannot
claim a mandate from God to assassinate the doctor because of his practice;
nothing in Scripture supports such a claim. In fact, just the opposite is true:
"The thief comes only in order that he may steal and may kill and may destroy.
I [Jesus Christ] came that they may have and enjoy life,
and have it in abundance--to the full, till it overflows."__John:10.10
