Perhaps the expression "close enough for government work" applies. If it's within a percent or two, no reason arguing.

I remember the early days of UMTA when they proudly announced that they had created a uniform set of rules for revenue and ridership.
I believe the Metrorail ridership data because their computers register the number of fares collected at each station. This is needed for the deficit apportionment. If the politicians thought they were getting a raw deal, they would scream. In all the years of Metrorail, no politician has objected to the faregate data.
