I guess they were trying to get the passengers educated back then. It
is nearly impossible to get them to buy early. To this day, in
Cleveland and most likely Pittsburgh also, passengers put off getting
their farecards until they get on the car/train. I just got home from
a run on the Shaker Blvd and Van Aken Blvd LR. Between small change
(nickles & dimes) and wadded up dollar bills it takes several minues
dwell-time at stops. Two more weeks and we go Proof of Payment :-)
