My understanding about the Civic Arena is that it will be demolished after the new Penguins arena is completed, probably some time in 2011. BUT, there's time, so maybe it will be retained. Surely it could continue to be a venue for other events, concerts, ice shows, the circus... I remember when the arena also used to open the ice up for ice skating public. That was in the 60's. Must have brought in some extra revenue. I'm not sure when that ended or why it ended.

Another thought and a challenge. Those tracks were last used by trolleys
50-years ago yet the street remains essentially 'as-is' doesn't it. This in
spite of the proverbial 'rain, hail, sleet, snow' cold, extreme temperatures.
In this time frame most other streets have probably been resurfaced
a number of times haven't they.
Take your camera and go to Chestnut street; it should be easy to locate
where the photographer is standing. Take a long telephoto! As I remember
you are somewhere close. "If" you are able this would be a very interesting
photo.
Just re-read your post. 'Why' is the arena being demolished? The arena
'came on line' about the time the Chestnut trolleys were abandoned. The
trolley tracks on Chestnut will outlive the arena!
