They were, some time ago, covered. However, driving wind, severe snow
and rain (the normal for late Winter, early Spring weather around
here) removed the plastic covering. Curious passengers may have helped
remove the covers also. Testing the machines started and the covers
had to be removed anyway. I know I have seen many of them, all lit up,
looking like they are in use, when they are not.
Did you try using one ? The locals know not to use them. A sign on the
machines would help, buy hey, RTA is in a "budget crunch". Putting "do
not use" signs on them would cost a few bucks that can be better spent
giving our CEO a hefty bonus :-o
