One wonders what "made regular trolley service"
difficult meant.  Slowdown due to brownout or 
were they simply annuling runs?

Good question Mr.Brashear.  I suspect some spin artistry
is used here don't you.  It could be everything from 
complete failure to erratic operation.  While it is possible
that some equipment was not sent out I doubt that is the
case.  This is bad for the 'bottom line;'  the rwy can't claim
that all scheduled service was available.  If it is on the line
in a power failure it was at least available.  That's good spin
artistry isn't it.
