Reminds me of the late 1970's when weight rerstrictions were improsed on the 
Homestead High Level Bridge.  The highway dept.'s solution to the problem 
was to put 55-gallon drums in the curb lanes of the bridge, which cut the 
traffic weight on the bridge by 50%...and also cut traffic capacity by 50%.

I've been away from Pittsburgh for 25+ years, and I hope that those barrels 
are gone.  However, if the barrels are no longer there, it's probably 
because they rusted away and highway crews haven't gotten around to going 
out on the bridge to pick up the debris. :-)
