Unless I know more, this one sounds like both sides are speaking to the press with forked tongue. Borough is saying service is terrible ... politicians have to say that because their constituents would be angry if they didn't. I think the railways is saying we don't want to spend a dime on a trolley loop to run PCCs so stick it up your behind, but they disguised it by saying track limitations. Was there no place to put a loop in Homeville? It was a narrow right-of-way.

59 Trolley Line Switches to Buses
W. Mifflin Homestead District Affected
West Mifflin-Munhall-Homestead trolley riders are going to have buses instead within two to three weeks.
The Public Utilities Commission yesterday approved the Pittsburgh Railways Co.s proposal.
Railways officials said the order signaled immediate study for posting bus schedules.
The trolley service being abandoned is known as Route 59, and carries traffic between West Mifflin and Homestead by way of Munhall.
West Mifflin borough officials unsuccessfully protested the move on the basis that the utilitys trolley service is bad, and that there is no assurance that its bus service would be an improvement.
Railways officials said the change had been sought because track limitations had forced us to keep only the old style trolleys in operation on the single track line.
