I 'didn'st' say but I do understand your point.
Not unlike those who choose not to travel there
are those 'individual' souls everywhere who are
conscious of their actions even in Pgh. and other
large cities, even N.Y.
Didn't Bern, or Geneva, make the news in the last
several years because their leniency toward the
drug culture failed? They had 'parks' for such
activity which then spawned crime and other
unwanted side effects.
Graffiti is quite common all over Europe; it is
hardly unique to the States. What befuddles me
is this turned into an 'art' form promoted in books
even while the 'culture' was new and heavily decried.
