Even the south is having problems with weather.   My subscription to  
advisories from DART brought this advisory today:
"DART Rail customers will experience delays during afternoon rush due  
to ice buildup on switches throughout the system. A bus bridge has  
been initiated from 8th & Corinth to Ledbetter Station on the Blue  
Line and to Westmoreland Station on the Red Line.  Expect delays up  
to 25 minutes."

I guess they have an excuse ... ice build up on switches on the light  
rail in Dallas?
