No Fred, this is actually on the roof. behind, above and back from the top
edge of the front destination sign. Has nothing to do with flag holders at
the sides of the destination sign. The SLPS PCCs are the only ones I have
ever seen with this device. Like I said, they had the device removed when
they went to new properties.
