I'm not so sure about protecting the trolley pole. Poles are normally high
enough off the roof the allow a car to park behind without interference.
Also, take for instance Shaker Hgts Rapid Transit which used PCCs coupled
together in MU trains of 2, 3, or 4 cars. Normal operation was with the pole
on the rear car up and the other poles down. There was no interference
between forward car poles and rear car front ends. Some of these trains were
even made up using the same PCCs from SLPS which used the mystery device.
Perhaps when more photos can be looked at maybe some other reason for that
device can be seen.
