That's one theory, that they are antennae.  Very strange antennae, if so.

My theory is that they are there to protect the car roof from errant poles being lowered onto them from the car parked immediately ahead.  But this depends on whether the pole overhangs the car to which it belongs when it is retracted.  If we had a directly square rear side shot, this could be calculated.
