We've just had the CUTA conference here and manufacturers brought in a dozen
of their latest buses; non went into revenue service. We are shortly
shippinga trolleybus to Seattle for them to demonstrate--not sure if it will
go into revenue.

There are three main reasons:

  * Fleet insurance may not be amenable to adding and then subtracting a
one-off vehicle and the manufacturer's insurance on the demonstrator may not
cover revenue operation. 
  * There is too much effort to add/change farebox, radio, and signs. 
  * There are features, or switch and pedal locations that require operator
training. 
The vehicle may travel around driven by a supervisor/trainer/route foreman,
and may even carry passengers but without fare payment. Our historic fleet
does not have "revenue" insurance. For fantrips no fare may be charged--but
donations can be solicited!
