Agreed! The photo in Cox' book shows a valid Louisville
destination sign on 1253. Fare boxes in those days were
very simple compared to today weren't they; that would
not be a problem. Insurance dictates then as now but the
structure then would be different as well.
What is a little baffling about your original post: you mention
insurance being a problem but then state that a route foreman
may operate the bus today with passengers without collecting fares.
I assume these people are not covered by company insurance
which means a tremendous liability if something happens. Maybe
I misunderstand your intention here.

Quite so Mr Campbell but somewhat irrelevant; and I've taken your bait. 70
years ago operators indeed went up on the roof--and may have operated with
less training, but vehicles did not run without appropriate insurance--and
rarely without destination signs or fareboxes.
