There are certain disincentives to bad behaviour there!
They also charge different rates of toll on some of their roads depending on
the time of day. It's a disincentive to congestion, but it doesn't really
prevent overcrowding...just abates it somewhat.
And they didn't give me grief about chewing gum, either. Then again, I
didn't throw it on the sidewalk when it was finished.
