[I know what Ed Lybarger is thinking before he even writes it.   Something about Pittsburgh Railways maintaining an inflated book value because the value of the underliers was still there; if the underliers bought horses and didn't fully depreciate them or bought cables for cable cars and didn't write that all down to zero, in 1963 they wanted paid for it by the county.   He and I had this discussion earlier today ... PAT should have taken the $18 million that PAT offered before running up all the legal expenses and getting only $15 million in the end.
