An obvious attempt to provide jobs at someone else’s expense.  It didn’t go through.
In 1935 it would have affected the Columbia and Ephrata services in Lancaster, and most of Philadelphia.   Pittsburgh’s only two-man cars in 1935 were trailer tow cars in the rush hour.   I cannot think of any other two-man operations in the state.

NEW BILL PROVIDES 2-MAN CAR CREWS

Pittsburgh Railways Will Be Hit if Measure Becomes Law

HARRISBURG, Feb 12 –Two-man crews would be required on all trolley cars operated in Pennsylvania under a bill introduced by Rep. Elmer J. Holland, Allegheny County.

   The measure, which provides for a fine of $100 for each violation, would hit the Pittsburgh Railways, which operates “one-man” cars.
