This is a given isn't it; yes, I do understand this.  I possibly
read into Mr.Lybarger's statement a little -- it seemed to
suggest the only way PRC could replace trolleys with buses
was with a cash subsidy from the highway dept to pay for the vehicles.
My apologies for the confusion.  Your response is somewhat tart.
