I found the following name in the Bureau of Corporations data base:

THE WEBSTER, MONESSEN, BELLE VERNON AND FAYETTE CITY STREET RAILWAY COMPANY (their capitals)

They don't have much to say about it other than noting a date of 1903. Apparently the company was originally registered under some ancient law which allowed them to register at the county courthouse with no involvement by the state.
