That's true, but it was usually, if not always, for directional running, to 
avoid trolley wire frogs.

This was single direction track under normal operating conditions.  Even if 
it were occasionally used for northbound traffic, as it physically could be 
(although not signaled for such), the infrequency of such would hardly 
justify double wire for that purpose alone.

I still think it's a trolley wire cum feeder.
