Paradoxically, global warming receives at least part of the blame for it.  As the air tem warms, more moisture can be picked up over bodies of water by the atmosphere.  When the saturated atmosphere reaches low temp zones, snow results. In warmer climes, we get increased rain.

But other climatic phenomena such as el nino effects and the like also come into play.  All are intensified or aggravated by global warming.
