What a great idea. Stephen, you obviously are
very knowledgeable in these matters.

If you get to the point of starting to scan images, I've developed a
database system for organizing photos. It allows you to view images, enter
details and locate by milepost (or stop). You can then search/sort by any
entered field and print out catalogs with thumbnails. Sorting by milepost
allows you to more easily recognize misidentified photos. I've already
started entering information on the various trolley lines in the Pittsburgh
area. Using the right of way paths I am creating in a GIS, it could allow
milepost numbers to be placed geographically.
I originally developed it to catalog a 1700+ photo collection of the
Wheeling and Lake Erie RR that is housed at Cleveland State University that
I am still working on.

Subject: [PRCo] Re: Scanning Archives
Ed, Crich in the UK managed to get grants and start a comprehensive
professional scanning programme. You are so right, scanning does not require
much skill--just methodology and cleanliness--but identifying and captioning
the scans is the big issue. They used to regularly publish unknown images in
their journal with some success. But, as we have found on this listserve,
unknown images can produce lots of doubtful responses or guesses.
