I was not specifically referring to photos, but research materials.
Archive.org lets you download in a variety of formats including the original
scans, although often in compressed form. For text documents it is usually
fine. I have sometimes rescanned pages from the original documents (if I can
find them) when there is diagram, map or photo that did not come out well in
the online version.
They have many of the Electric Railway Journal Bound volumes with
information on Pittsburgh.

Archive.org <http://archive.org> worked for me. I placed the word
"Pittsburgh" in the search box and got ten pages of items. Each item has
multiple photos. Albeit, I did not search each item. However, knowing
Pittsburgh there will most likely be some PRCo photos hidden within each
