What is meant by "placing a curve" is constructing track at an intersection
to enable a turn that was not previously possible.  Franchise requirements
could get pretty silly, couldn't they?

Mr.Brashear,

Turns could be substituted for curves which would include any hardware
necessary to make the turn.  Intersections 'evolved' over time depending
upon need.  This is generic for the details and seems better reporting than
what I have seen recently on similar matters.

More interesting is the reference to "underlying companies" of Prc
suggesting they had a life of their own -- these companies actually
installed the turns seems to be suggested.

As an aside:  These curves or turns would include turnouts and crossings
thus adding function to the intersection.

On street railways a crossover on double track allows a double-end car to
change directions.  These crossovers are generally trailing 'turnouts' in
normal operation. 

Some mainline RR fans claim a crossover doesn't include turnouts but only
diamonds like "Diamond" now Forbes crossing Smithfield.  Use of 'crossover'
for same indicates "up & Over" while 'crossing' indicates physical contact
with another line.
Maybe I misunderstood what these RRers were saying!
