I saw the same thing across Indiana and Illinois last week. The Indiana
Toll Road really looks minimal...there is a surface, but it doesn't look
very nice or very permanent. It's an example of a privately-run facility.
The Dulles Toll Road in Virginia, which I understand is likewise private,
is, on the other hand, pretty well maintained.

Everywhere....
My last two drives across the U. S. showed roads in all states in worse
condition than I ever saw them before.
