Was PAT essentially let off the hook for a great deal of things that the Railways Company would have otherwise been straddled with?

This bridge has almost been closed more than it was open in recent years. It went from being a Pittsburgh Railways bridge to being (at least partly) Conrail's problem such that when they abandoned the track where the West Busway is now, that Crafton finally ended up with sole ownership.
