Franklin is a pleasant, small town, but glad I grew up in Pittsburgh.  Venango County Transportation still provides limited transit service using lift equipped vans.  The three routes include a local service in Franklin, another in Oil City and what they call the 'intercity' route between Franklin and Oil City.  The latter is operated as a loop - in one direction along west bank of river, and the other direction to mall/Walmart area to east of Monarch Park site.  The surprise was that there were about a half dozen riders on each trip I surveyed.  That exceeds the average for several PAT routes.
