"Penn Central Railway" (the one that went out of South Fork toward
Portage and had no passing siding)
was chartered as Johnstown & Gallitzin Railway; changed its name
quickly to Johnstown & Altoona Railway;
had a 65 year charter for use of some set of streets in Altoona; had
to defend in 1914 its charter against the
South Fork - Portage Railway when requested by Governor John Tener of
the Attorney General an opinion on
the validity of the previous (J&A) charter. In 1916 the state reported
the Johnstown and Altoona abandoned but the
South Fork - Portage not yet started, however they'd received
applications in January 1915 to cross "state highway 276"
twice, once in Summerhill, once in Croyle Township; By the end of 1916
"more than half" the line was done. In 1917 an
application to operate as the Penn Central Railway (a reorganization
of SF-P) was made. The first 3 and a half miles of line
opened in summer 1918, and by 1919 was in receivership.

Seems like a poor plan.
