Mr.Brashear,
The reason we have 'public' authorities today is because it
was claimed that private ones were not working isn't it.
This is like asking: 'what is the root of all evil?' where the
response is: 'money.'  This is wrong isn't it.  It is the 'love of
money' that is the root of evil.  The system is inert; it is 'we
the people' behind the system that fail.

Your other ideas are interesting except taxing Dui for the benefit
of transit doesn't solve the drinking and possible deaths
involved.  It is not at all addressing the issue but taking
advantage of it.  In fact it might be argued such a tax / surcharge
or whatever other spin is actually participation in the crime.

The answer will be privatize, I am sure. Cab's system's private.
