The problem with CVSR getting into downtown CLE is the CSX Railroad. CVSR
has stations built and waiting at both Steelyard Commons and in the rear of
Tower City Center. The CSX hates to be "bothered" with things like granting
permission for CVSR to run through two 90-degree crossings. One is at Old
Dennison and Jennings Road (under the Harvard-Dennison Bridge) and the
other is along West 3rd. The CSX tracks are active but are used only every
now and then by very, very, very slow moving trains.
