This just now appeared in my inbox, however, I did see it in the "archives"
yesterday and did a little research on the Allegheny County Highway Tunnel
#1.
It looks like a storm sewer line to me. Also, it is tagged (in the website)
with the subject of "underground pipelines". I'm betting on it being a
storm sewer.
