It is also possible that they pulled the charter into the cripple track in 
order to let a service car go out on schedule, and to provide more time for 
photo ops on the return leg of the charter without delaying the service car. 
Back in my day of running trips on PRC, we did that quite often.

Of course, "Last Inch" Benjamin would have wanted to do it for the track 
coverage, if for no other reason!
