[PRCo] Location is everything

We are certainly familiar with this location aren't we.
This is about 8-months before the 4398 charter.  The
overhead contactor hints at single track ahead for
rebuilding the track.  Even the top railing on the far
barrier needs installation.  Since 4398 was stopped
in almost the same identical location I wonder if
single track operation was ongoing.  Other
construction needs could force a shoo-fly operation
as well.
