Apparently it was not. According to www.pahighways.whatever, 906 was signed
in 1928. The elderly roadmaps at PennDoT's site show 906 on the east shore
in 1930, '40, and '50.
I suppose it could have been somewhere else in the 1928-1929 period, but I
would think it unlikely.
