What they all failed to appreciate was that the West End lines were
perennial money-losers. Twice PRCo had considered conversion to trolley
coaches and didn't do it because of the cost involved. But when the state
buys you new buses and you get bargains from municipalities regarding track
removal costs, you don't look toward long-term rapid transit possibilities.
By 1959 the company was effectively a cash-only outfit, because credit was
scarce to firms without a stable profit base.
