I'd think earlier because of not only the items Matt cites, but also the
lack of autos and the design of the advertisement painted on the building.
Yes, the flat car is being pushed.

Description from Historic Pittsburgh:  "General scenes of East Ohio Street
including a trolley car to Etna and a sign showing the hours for tours of
the Heinz Corporation."

This is a very narrow East Ohio Street. The description states it is
January, 1920.  Clothing and horse carriages seem to reflect a slightly
earlier time.

Also, check out the long cart in front of the streetcar.   I do believe the
streetcar is pushing it.
