[PRCo] pic from facebook

Looks like everyone on Facebook thinks it is a different location than Penn
& 16th.If it were Penn Avenue and 16th Street should there not be tracks on
16th Street going both toward the 16th Street Bridge and also toward
Liberty Avenue?
