[PRCo] Traffic on Oakmont Avenue

Description of photo:   "Traffic on Oakmont Avenue was common. Streetcars merging onto the same track and rail traffic caused frequent back-ups, long delays, and stop-and-go traffic. This picture shows the traffic build up as a result of both streetcar and rail traffic."

This would appear to be the roadway below and parallel to Allegheny River Blvd., with railroad tracks in the middle.   I thought the Verona-Oakmont carline ran on Allegheny River Blvd, but I am not sure.
Anyone know?
