I wonder Bob, how many states set their speed limits based on what the majority drive. Essentially that is what Pennsylvania does. We start with what most people drive, then reduce it by 5 or 10 depending on the enforceable limit. At lower speeds the limit cannot be enforced until you are 10 miles over the limit. At 50, 55, 60, 65 etc., the cops can write a ticket for 5 over. So they reduce it to 5 or 10 under what most people are driving so that it can enforced at what most people are actually driving. There are exceptions … in some urban areas the Feds jumped in and wrote, this is what you have to have as a speed limit and in those cases, our cops generally ignore insane lower limits. For example, route 30 from Lancaster to Columbia has a 55 mile limit on a 4-lane expressway … the state troopers generally ignore anyone under 70 (unless his wife didn't give it to him last night). But look out for the some local cops.
Hallam, in York County, used to have a reputation for being a place where anything goes. Their local cops would prowl not only route 462 (old route 30) but also the new US 30 expressway where it cut through their borough in order to make money. One day I was driving the old road and I should have known better. The guy ahead of me was doing 50 in a 40 zone, then 10, then 45, then 20,up and down. At one point where he slowed down to 10, I went around him. He disappeared behind me and the Hallam cop swooped down and ticketed me for illegally passing. I said, "You didn't see anything…. You were not here." His response was, "Doesn't matter, I know you did it." In other words, he was in cahoots with the other guy who was baiting motorists so the cop could write tickets. That was worse than a Georgia cop hiding behind a billboard. But that was 30+ years ago and I think that a-hole is dead now and the borough cleaned up its act.
I suspect Texas writes their limits based on what people actually drive also. Out west of the Pecos you will find some limits in the 80s.
