Ray,

Can't help on dates.   Lower building was originally the South Hills Junction car overhaul shop.  In the Depression PRC eliminated all general overhaul shops except Homewood.   I believe the last two to go at that time were Manchester and the one at Tunnel which you submitted.   

Remember that the company was an amalgamation of many different companies, each with its own major repair facility, so it should come as no surprise that some of those shops remained active until there was some major impetus like a major financial downturn to cause the company to come to its senses and reduce excess capacity.
