this site.  Yes; someone else made the same observation about this
picture not long ago.

Description on Historic Pittsburgh says:   "Trolley car no. 1507 on the Swissvale-Rankin-Braddock trolley route no. 67 as it passes another trolley undergoing repairs at the intersection of Forbes Avenue and Bigelow Boulevard."   It looks more like college boy hijinks, but I could be wrong.
