[PRCo] PUC complaint 1883

More than anyone needs to know about PUC/PSC.  What was viewed as important PUC/PSC decisions were published in an annual volume, starting around 1910/1912.  purpose was probably to educate lawyers handling PSC/PUC cases.  Copies of these volumes are in legal library of state library in Harrisburg.  
 
Part 2 of 2 - grants police powers to PSC/PUC.  Supersedes municipal ordnances
