[PRCo] First Harmony Car Enters Pittsburg

The surprise several months ago was a reference/new article that Cincinnati was approved for some federal construction funding.  
 
In days gone past - like 7-8 years ago - Cincinnati voters cast NO vote for a light rail proposal.
 
During the decade that I edited Headlights, the policy was to ignore rail proposals on premise that "talk was cheap".  When a system started awarding construction contracts, then I'd start providing coverage in Headlights.  Yet there was also an awareness that most railfans were bored by coverage of the work bringing light rail to a city.  But I didn't want to Headlights to become a magazine of speculation.
