Actually I looked again and the requirement for leaf recycling applies to
municipalities with population 5000 or more.

Since there are no municipalities in Armstrong that come close to that
number, there is no mandatory recycling. I make mulch for the gardens when I
can with a 40+ year old machine that I push around the yard. I acts as
either a very powerful blower, or I can add a grate that mulches them into a
bag I can attach. I had to drag the sewing machine out on the porch last
week to work on the bag, since Sears no longer carries any replacement
parts.
