And I can do it in Manheim Township, Lancaster County on selected days if I first pay for a permit from the township. I suspect paying to dump the leaves in the township landfill is cheaper. The township also picks them up free of charge. And it doesn't cost me much to mulch them myself. So they have you where it hurts.
