The context might help - vague recollection that discussion started with comments about neighbors trying to 'keep up with Jones' '
But there are a lot of things people desire that are beyond my comprehension. But I'd bet the farm that most people would also consider beyond comprehension driving five hours to volunteer to operate a trolley car. Guess everyone has their own periods of insanity - at least in the eyes of others.
As for observing vehicle occupancy, it easy if you have a preference for cross seats and board the bus near end of line. Thus get preferred seat.

I was too busy dodging the slow and erratic ones so that I could make some time to get to Harrisburg in time to get caught in a huge backup on I-81 (which I skillfully avoided by using US 22 to I-283—probably took just as long as the traffic jam—or longer—but I kept moving except at stop lights).

After 5-6 years, a 40 foot bus was assigned when ridership routinely exceeded 20. By 2010, a third bus was added to the schedule to alleviate overcrowding.

Then switched back to women. At the end, men tended to board in Hershey, while the women boarded in Hummelstown. Even the age of riders fluctuated. Older riders in early years. A lot of young people at the end.
