[PRCo] PRCo Windber

Two questions,

1. Is this Windber, PA, outside Johnstown, PA ?

2. What was the purpose of someone amassing this very large collection of
PCC cars then letting them sit in the elements, to rust away?

I saw a couple PATransit PCCs I used to operate in revenue service on the
video.
