[PRCo] rail in Arlington Avenue

Nearly every morning I bicycle from the level of Carson St to Arlington
Avenue near the old carline loop for exercise, then along the ridgeline for
a bit depending on how much time I have.

The street was open for a dozen feet on the outbound side for some sort of
utility repair work, a couple blocks outbound of 18th St. Looks like there
is still rail under the asphalt. It's now covered with fresh asphalt.

(and an aside, if you saw the viral photo with the ridiculous firehose
ramps placed on railroad rails, I get the same laugh every morning when I
bike over a metal plate covering rails on Warrington Avenue. I suppose the
Port Authority knows it's there as the paint on it indicates it's their
plate.
