[PRCo] Anyone know anything about this PRCo trolley?

The large photo shows that the carload of sacks is on some kind of flat
car. Everything I know of mail haulage indicates that special cars were
used. Certainly the mail would not be carried so openly to avoid a robbery
or and accident that would destroy it. I think this is a work car heading
to a site. Perhaps the bags are loaded with concrete to be mixed on site.
